On the golden image, try checking this key:
HKLM\SYSTEM\CurrentControlSet\services\vmware-viewcomposer-ga SkipLicenseActivation 0
and do a slmgr /dlv, check that you have a positive remaining rearm count. If not, set HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SoftwareProtectionPlatform SkipRearm 1. If you have a positive rearm count or SkipRearm is 1 and SkipLicenseActivation is 0, quickprep should rearm each linked clone giving them unique CMID's.
