I believe the "bug" you are referring to is actually a new "feature" of 5.1 vs 5.0, 4.1, etc. If you use the console over a slow WAN link, it's more responsive in 5.1 over older versions, but the display is grainy if the image is changing rapidly. If nothing is changing on console display, it cleans up with a more crisp image in a second or two, depending on bandwidth. I would suspect that sending a low quality image first, then cleaning it up later is done intentionally to improve performance of the console over WAN/slow links. I'm not sure how to disable it though.
