One question.
What database have you used for SSO. Have you used SQL Express that comes bundled along with the SSO installation or have you pointed it to an instance in the DB Server?
When i mean bundled script. vCenter installation comes with scripts which will help you create required tablespaces and users for SSO. You will find it at vCenter Server Installation directory\Single Sign On\DBScripts\SSOServer\Schema\your_existing_database.
There will be two scripts such as rsaIMSLite<DBName>SetupTablespaces.sql and rsaIMSLiteDBNameSetupUsers.sql
But this is used only when creating a DB on separate DB Server or if you are using a existing database instance.
If you use express it will be created automatically.
